ISLAMABAD: In exercise of his prerogative housed in Article 45 of the constitution, President Mamnoon Hussain has acknowledged the second mercy petition of Saleem Ahmed, a mentally ill prisoner who was set to be hanged on November 7, on humanitarian grounds.
Saleem had been languishing in jail since 2001 for allegedly murdering his sister in Lahore.
His first mercy petition was dismissed on October 19, 2017. His second mercy petition was submitted to the Presidency of Pakistan by human rights lawyer Sarmad Ali, stating that an incapacitated convict could not be hanged as per the Pakistan Jail Rules 1978 and the international human rights conventions.
